Staff Elected Members - Conflict of Interest

I have two quick queries I am seeking responses for:
Do you have a Staff Elected Council Member who is strongly aligned with the union?
If so, how has any Enterprise Bargaining briefings at Council meetings been managed? For example, the member recused herself/himself from participating in the discussion concerning the item or was it not deemed a perceived/potential/actual CoI and the member remained in the meeting?
